This is a proprietary utility provided by Canon to help users configure the network settings of their printers. Unlike standard drivers, which tell the computer how to print, this tool tells the printer how to communicate with the network.
Control Panel → Programs → Uninstall – leaves no residual services (clean removal validated via Sysinternals Autoruns).
